Promise Scheme for VA Schools 2006 – 09

1. Introduction

This scheme has been developed specifically for Church of England VA Schools following discussions with the Diocesan representatives. This scheme is provided initially for a three year period and will run from 1 April 2006 until 31 March 2009 and will cover:

  • Recurrent Mechanical and Electrical maintenance.
  • Routine testing and servicing of mechanical and electrical plant and equipment.
  • Annual inspection of fixed mechanical and electrical installations.
  • Asbestos maintenance and maintenance of the Asbestos Register

This scheme will operate under the terms and conditions that currently govern the existing Promise Mk 4 agreement for non aided schools, with the exception of the scope of work and the stated fees.

Schools which chose not to subscribe to this scheme will need to make their own arrangements for servicing and statutory inspections of building services.

2. Scope of Indemnity Scheme

Discussions with the Diocesan representative indicated a requirement for a service providing Mechanical and Electrical maintenance (inclusive of servicing) and the maintenance of Asbestos.

NPS South West Ltd shall organise the routine inspections, testing and servicing of various mechanical, electrical plant and equipment. A VA schools pooled maintenance budget will finance essential breakdown repairs providing they cost no more than £2,000 per single item. Any item of repair exceeding £2,000 will remain the responsibility of the school to fund via capital funding. The Church of England Diocesan Surveyor must be contacted if capital works are proposed.

Similarly this scheme will cover the remedial work to asbestos arising from the need to carry out VA Promise Mk 3 funded repairs up to a value of £2,000 and the maintenance of existing asbestos containing material in a safe condition.

3. Subscription Charges

Each school shall pay Devon County Council an initial annual subscription equivalent to £17.60 per pupil with the premium becoming due on the 1 April of each year. A subscription form can be obtained from the Procurement Manager.
