During Spring 2002, the House of Commons Select Committee on Transport, Local Government and Regional Affairs held a series of hearings on "How the Local Government Act 2000 is Working." Among the questions addressed were the effectiveness of Overview and Scrutiny and the role of non-executive councillors:
