Devon County Council is funded from a variety of sources.
| £’ million | £ per head of population | |
|---|---|---|
| Income from fees and charges for services provided, plus investment income | 127.6 | 170 |
| Grants from the Government for specific activities | 491.7 | 657 |
| Formula Grant | 113.0 | 165 |
| Council Tax | 291.1 | 389 |
The largest source of income now consists of Government grants for specific activities. Most of the total shown here relates to the Dedicated Schools Grant, which was first introduced in 2006-07. A more detailed explanation of the grants for specific activities is available as a pdf download.
Formula Grant used to be the single largest source of funding, but has been significantly reduced as a result of the introduction of the Dedicated Schools Grant. Formula Grant consists of two elements:
A share of the proceeds of National Non-Domestic Rates (£105.3m), and
A top-up grant called Revenue Support Grant (£17.7m).
Because Council Tax is just one of the sources of funding, there is only an indirect link between changes in the amount the council spends and the level of Council Tax. It is possible for spending to increase faster than Council Tax, or vice versa.
