Rates and Allowances

Welcome to the April 2008 to March 2009 Rates and Allowances for Devon County Council Foster Carers

Children and Young People's Services recognises:-

  • The skills, experience and commitment of Foster Carers caring for Children and Young People.
  • The role Foster Carers play in working with families in partnership with the directorate.

This section outlines the scheme of Boarding Out Payments to Foster Carers, and the Progression Scheme for all mainstream foster carers.

This payment scheme was developed following extensive consultation with Foster Carers, councillors and staff.

It addresses many of the issues raised by Foster Carers about the previous complex system of payments.

And it is based on the 'payment-for-skills' principles recommended by the Fostering Network. Annual inflation increases are made in April of each year as agreed by Devon County Council.

Basic Principles

  • Basic Weekly Allowances are payable to all mainstream Foster Carers and include an element to cover specific costs, such as school excursions.  
  • A Carer’s Progression Scheme for mainstream carers recognises their skills, experience and training in caring for children and young people with more complex needs.
  • A Travel Allowance can be claimed individually by Carers.

The Carers Progression Scheme enables carers, should they wish to do so, and should they have the necessary skills and competencies, to progress through the scheme and develop the skills to care for children with complex needs.

Family Care Workers Scheme carers, remand, kinship and specific child carers are not eligible for the Carers Progression Scheme.

The payment scheme is designed to establish fair and equitable arrangements across the County - and to ensure that Foster Carers and social work staff are clear about the payments that are to be made.

It is regularly reviewed, and any recommendations for amendments are consulted upon with carers, councillors and staff.
