Local Public Service Agreements provided individual authorities with the opportunity to sign up to challenging targets to deliver key national and local priorities in return for operational flexibilities and incentives, with rewards for success. Local PSAs built on the foundation provided by best value and helped to encourage innovation and commitment to better performance.

Devon County Council was involved in two rounds of LPSAs. LPSA1 for the period April 2002 - March 2005 and LPSA2 for the period April 2005 - March 2008.

Following these two rounds of Local Public Service Agreements the Government moved to using Local Area Agreements as a process of encouraging Local Authorities to work together to deliver a selection of national and local priorities.
