Using Devon County Council as an Umbrella Body
The Devon County Council's Records Disclosure Service is a registered Umbrella Body with the Criminal Records Bureau. This enables the department to provide services not only to Devon County Council but also to various external organisations. The department currently has around 300 external customers registered and would welcome any new organisations who may wish to use the service.

The team’s target turn around time for received CRB applications is 48 hours however the majority are sent onto the CRB the same day. All general enquiries are responded to within 48 hours and any errors on application forms are resolved immediately over the phone where possible or returned the same day.
The department maintain a comprehensive database containing the key applicant data along with the CRB check information which enables detailed reports and financial data to be easily accessed should customers require. The department also offer training and/or detailed information to new customers and undertake audit visits and regular communication updates on changes and new initiatives.

Information and Documents for Registered Customers
Once we have received your written request asking us to act as an Umbrella Body for your organisation we will send you a stock of CRB application forms with guidance booklets, our customer agreement and the relevant forms you will need for processing. We will also require details of who you are appointing as your Authorised Officer ).
Along with every completed CRB Application form you will be required to send in a completed CRB 1 form
(22KB - pdf help) which gives us details of who is requesting the check and what identity has been seen.
A CRB continuation sheet
(35KB - pdf help) should be completed if more space is required.
All internal recharges and external invoices are sent out weekly, usually on a Friday. External customers receiving invoices are granted 30 days to pay the full amount. This can be done via a range of methods:
- Cheques or postal order made payable to Devon County Council (send to the finance dept)
- By Giro Credit
- Pay on-line (accessible via DCC website homepage)
- Set up a Direct Debit (contact the finance dept)
- Pay by phone (contact the finance dept)
