ContactPoint decommissioned

It has been recently announced that ContactPoint will be decommissioned from 6th August 2010. For further information regarding the timetable for shut down and decommissioning can be found on the Department for Education news page.

New Disclosure Application Form (DAF)

The CRB introduced a new DAF on 26th July 2010. Any disclosure applications completed on old forms will be returned.

Drop in sessions providing guidance on completing the new form are open to DCC staff and our external customers as part of our Umbrella Body service. The Records Disclosure Service have also produced a short application guide booklet providing instructions on completing the new form.

Please contact disclose@devon.gov.uk for further details.

New CRB continuation sheet

The CRB have produced a new continuation sheet image - PDF icon (35KB - pdf help) to accompany the new DAF. The CRB have confirmed that additional information can only be provided on their official continuation sheet and will not accept information provided in any other format.

New CRB1 and evidence sheet

To compliment the new DAF, the Records Disclosure Service has introduced a new CRB1 and evidence image - PDF icon (22KB - pdf help) sheet. If you have any copies of the old CRB1 form, please discard or destroy them and start using this new form.

Independent Safeguarding Authority (ISA) Registration Launch halted

Registration to the ISA for new volunteers and employees was due to launch on 26th July 2010. The coalition Government recently announced their intention to review the Vetting and Barring Scheme in order to “fundamentally remodel” the Scheme “back to proportionate, common sense levels.” Registration to the scheme from 26th July was therefore halted pending the outcome of the review.

An announcement will be made shortly providing the timescale and scope of this review.

It is important to note that changes introduced from 12th October 2009 still apply.

  • You must not knowingly employ in regulated activity, or use as a volunteer, a barred person.
  • If you employ people or use volunteers in regulated activity or controlled activity and subsequently dismiss or cease using them because you think they have harmed or pose a risk of harm to children or vulnerable adults, you must refer the case to the ISA.
  • If you yourself are barred from regulated activity with either children or vulnerable adults you must not work, or seek to work, in regulated activity with that group.

The old lists of people barred from working with children or vulnerable adults in England, Wales and Northern Ireland are being phased out and replaced by two new lists: the ISA Adults’ Barred List and the ISA Children’s Barred List.

New Volunteers Guidance

The Cabinet Office recently published guidance to help organisations that use volunteers to be clear about when they do and don't need to carry out Criminal Records Bureau (CRB) checks on volunteers. The guidance will help cut unnecessary red tape and responds to concerns voiced by the voluntary sector that potential volunteers can be put off if they are asked to undergo a CRB check without good reason. The guidance can be found here

Goodbye Purple Booklet

The CRB have made plans to stop the automatic issue of the A5 purple guidance booklet which accompanies application forms. The key reason for this is that these booklets are only printed twice a year and this does not give the CRB enough flexibility when updating the list of acceptable identity. The plan is to make the list available on the CRB website and also to make a A4 printer friendly version available instead.
