7. Cullompton One Way System (Minute 2(b) 28 July 2009 refers)
The proposal for a one way system for Cullompton stems from a planning application for residential development between Knowle Lane and Tiverton Road, Cullompton (08/01879/MOUT). As part of the planning process an Effective Traffic Management Plan for Cullompton is required by Mid Devon District Council. The developer put forward three options.
Option 1 At Tiverton Rd/High St Junction: Ban right turn from Tiverton Road and
left turn into Tiverton Road
Option 2 Tiverton Road: one way working eastbound after the fire station
Option 3 Tiverton Road: one way working westbound
Subsequently Mid Devon District Council also put forward a 4th option.
Option 4 Tiverton Road: one way eastbound after the fire station and Fore St
southbound.
Mid Devon District Council were advised by the County Council that The Effective Traffic Management Plan had to mitigate the effects of development without adversely affecting other areas, and essentially be deliverable. From the County's position only Option 1 met this criteria. Despite this advice the officers for Mid Devon recommended to their Planning Committee that Option 1 should only be progressed if Option 4 fails. This was agreed.
The County Council s position remains that Option 4 adversely effects the bus service, which is unacceptable, and could possibly result in the service being no longer commercially viable. Additionally, although Option 4 could make a significant contribution to improving Fore Street and go a long way to achieving a longer term objective of improving air quality and the environment, it would appear that it could adversely affect other areas of Cullompton. It should also be remembered that Fore Street is part of the diversion route for a full closure of the M5.
To enable this Committee to come to a decision on what should be pursued, traffic modelling work is being undertaken, to determine the affects that either Option 1 or Option 4 would have on Cullompton. The findings will be reported to a future meeting of this Committee for Members to determine which option to pursue.
