Statement of Purpose
Information to Carers
Information Pack
Each prospective carer is supplied with an initial Information Pack, which gives general information about fostering.
This is built upon in the subsequent information evening and initial home visit, which constitute a two way screening process. Once a decision has been made to proceed to assessment, prospective carers are given written and verbal information regarding the fostering task as part of their assessment, preparation and training. See recruitment process outlined in Section 10.
On approval, each carer is provided with:
- A written foster carer agreement, between The County Council and the Carer
- A Foster Carer Information Pack, summarising policies, procedures and practical information relevant to Devon carers
- Information on Devon’s payments schemes
- An application form for an identity card
- A recording folder to maintain records of current children placed.
Foster Care Handbook
The Foster Care Handbook included in the Carer Information Pack is intended to underpin the partnership between foster carers, children’s social workers and fostering service workers.
It contains:
- A guide to who’s who, and who does what in Children and Young People’s Services
- The fostering task and carer’s responsibilities
- A range of information relating to caring for children in foster care
- Carer information regarding finance, insurance, complaints, record keeping
- Summaries of policies and procedures e.g. Planning and Reviews, Complaints and Allegations, Children missing from home.
- Guidance on a range of Health and Education matters, to promote the well being and achievements of children in foster care
Pre-approval Training
Pre-approval training is a requirement for all carers. Devon currently offers the ‘Skills to Foster’ course.
After approval, new carers will be given assistance to complete their CWDC standards in the first year.
A comprehensive range of post approval training is available to carers, updated annually to introduce new courses, and includes opportunity to follow an NVQ Level 3 programme.
Devon is also currently developing shared training opportunities for carers, child care social workers and fostering staff.
