The Council is committed to advancing equality for disabled people and is working to create a Devon that is fair and inclusive to all.
Disabled people make up approximately 14% of the population, yet often experience high levels of inequality compared to non-disabled people. In DCC we recognise the Social Model of Disability, although national policy is based on the Medical Model . This is because the Medical Model is seen as negative by many people who are disabled, as it focuses on the disability and not on the person. In contrast, the Social Model emphasises the individual and places the focus on removing barriers that get in the way of everyone being able to participate in all mainstream activities.
