WESTLEIGH COMMUNITY APPRAISAL
Results and Recommendations
June 1999

Introduction

The Westleigh Community Appraisal Questionnaire was delivered to all households in the Parish and 77 returned completed questionnaires from 145 delivered. This represents a 52% return. 183 persons are represented in the sample from household numbers consisting of:-

This report provides a summary of the results together with recommendations made jointly by the Steering committee and the Parish Council after public consultation.

A representative selection of comments made are listed and will be considered when efforts are made to implement recommendations.

Most of the recommendations made have attracted a high level of support however, it should be noted that the effort needed to satisfy them will be extensive and clearly some are more long-term than others. Projects will need to be prioritised according to (a) the level of support demonstrated (b) in consideration of the likely possibility of their implementation. Some may prove to be totally unachievable. Westleigh is a conservation village and any improvements made will need to be considered in this light. A balance will need to be struck therefore, between providing b etter facilities and retaining the important characteristics that make Westleigh unique.

This document will therefore form an agenda for the people of the Westleigh Parish for the next five years or more. Regular review of progress will be made by the Parish Council who will also seek to recognise new and changing circumstances as they might emerge. Progress reports will appear in Parish Council Minutes.

Housing

A majority of people believe that currently there is no need for additional housing in Westleigh.

1 household identified a need for alternative housing but this was not detailed

Housing should be kept for people who will live in it permanently’

‘Housing…Lake District style to prevent too many week-end owners’

Recommendation:

To pass this information to the North Devon District Council. In respect of Government development proposals for the region this may be important.

Education and/or Training

Regarding education/training facilities in Westleigh: clearly the close proximity of facilities in Bideford and to a lesser extent Barnstaple can satisfy most of the educational and/or training needs of the community.

Of the 35 (19%) people who expressed an interest in vocational education,

Recommendations:

  1. To publicise brochures from those institutions in Bideford and Barnstaple providing Education and/or Training.
  2. Explore possibility of some further provision at the Parish Hall.
