TRAFFIC, TRANSPORT AND PARKING

Local Vehicles

Out of the 642 households who responded, there are 746 cars and vans and 53 motorbikes.

136 households have no vehicle and 285 have only one. This may point to a potential problem for those without use of a vehicle who wish to travel outside Salcombe, if public transport provision is not sufficient.

Road Parking

Although most households are able to park off the road, 151 vehicles use on street parking and 161 respondents have trouble parking in their roads between May and September. Perhaps a residents only parking scheme could be suggested. (See table for particular problem roads)

Speeding

This was felt to be a problem by 58% (522) respondents. (See table for particular problem roads).

Other areas highlighted as having speeding problems were Shaws Corner, Gould Road, Knowle Road (especially at Devon Road junction).

Many comments were received concerning traffic speeds and a number suggested the introduction of traffic calming measures.

Many requests came for residents parking permits.

Traffic Warden

Opinion was split with regard to the need for a full-time traffic warden.
509 favoured full time
585 favoured no warden on full time basis.

Part-time periods recommended were:
May - October and Easter

Pedestrianisation of Fore Street and Cliff Road to North Sands

Fore Street – This brought a high response, 1,023 people giving an opinion. Of these 452 (43%) favoured full pedestrianisation and 276 (26%) favoured pedestrian priority. 295 (28%) thought there should be no change.

From this evidence 69% of our population are in favour of some form of pedestrianisation along Fore Street, ‘Council please note.’

Cliff Road to North Sands – Slightly fewer people responded to this question, but still a high number, 942. Of these 373 (38%) did not want change, 315 (32%) favoured full pedestrianisation and 257 (26%) favoured pedestrian priority.

As with Fore Street a majority, 58% are in favour of some form of pedestrianisation.

A further question regarding periods of the year for pedestrianisation was answered by 852 people. A majority, 658 (77%), favoured pedestrianisation, either between May and September or just July and August, whilst 124 (15%) thought pedestrianisation should be permanent.

With regard to reversing the traffic flow through Fore Street 1,115 replied of which 810 (73%) responded ‘no’ to the idea.

Whitestrand – This question dealt with any development of Whitestrand. 1,118 people responded, of which 569 (51%) felt that it should remain as it is, whilst 526 (47%) felt that it should be changed to a Town Square, 25% in favour of retaining car parking.

Recommendation: The above information will be sent to the Town Council and Devon County Council Highways.

Disabled Facilities

756 people were unaware of any facilities whilst 343 were aware. Of those aware, 58% (205 people) thought parking access reasonable or good, although 59% (207 people) thought access to other facilities poor.

Suggestions for improvements include lift access to Cliff House and the erection of seats suitably positioned on our many hills.

Hoppa Bus

Although most people would not use a hoppa bus regularly, 639 people stated that they would use it often or occasionally for transport around town. Other prominent usage would be for medical visits (342), shopping (425) and in-town entertainments (361). 67 people indicated that they would use it for travel to and from work.

With regard to proposed fares, a high majority 647 (67%) felt that 50p was an appropriate fare.

Existing Bus Services

55% of respondents (512 people) would like improvements to the Kingsbridge service and 51% (438 people) would like to see improvements to the Plymouth service. Lower percentages would like to see improvements to Totnes 44%, Torquay 32% and Exeter 33% services.

Senior Citizens Bus

The main problem area seems to be availability of information (115 people), but 84 people would like to see improvements to the time-table and 83 people would like to see route changes.

Park and Ride Facility

Many people seem to encourage the provision of this facility, especially for long term parking in the summer (540 people). 526 people would like to see improvements including longer opening hours and better signage from both directions in order to assist those who miss it when entering the town.

Cycle Route/Walkway to Malborough

1,038 people responded to this question 731 (71%) in favour of this scheme.

Recommendation: This high percentage suggests that this scheme should be higher on South Hams District Council’s priority list.
