SALCOMBE COMMUNITY APPRAISAL
REPORT 1999

Introduction

Salcombe is situated in one of the most beautiful parts of the country. It acts as a magnet to all sorts of people: sailors, anglers and divers use the water, countryside lovers enjoy our local walks, retired folk appreciate the tranquillity and young families holiday in safety.

We have had surveys to discover how visitors react to our town and its facilities, and commercial pressures ensure that local businesses are in a continual process of development.

But what do locals want?

The questionnaire that most of you took part in was put together in order to discover how you felt about our town.

Do we need change? If so, what areas need changing? What would best benefit our local community?

The questionnaire was an opportunity to air your views and, where the results show a level of support, may help to initiate any developments.

We have included what seem to be a representative sample of the comments we received and hope that it is a true reflection of the views of Salcombe residents. The questionnaire was delivered to all houses on our local electoral register.

Thank you for taking part and, on your behalf, thank you to the members of the Steering Group who put so much effort into this exercise. Also thanks to The Town Council, Devon County Council and South Hams District Council for funding support and the Community Council of Devon for logistical support and advice.

HOUSEHOLDS

Completed questionnaires were received from 642 households (61% response rate) representing 1,376 individuals.

This is broken down as:

This reflects a relatively elderly population who may have other priorities to those of our mainly younger visitors.

Not all respondents answered all the questions; therefore care should be taken when interpreting levels of response. Percentages should be compared with actual numbers of respondents.

HOUSING NEEDS

1,126 people responded to this section and of those:

wanted more housing for locals

felt that homes for young people were needed

felt that starter homes were needed

felt that homes for the elderly were needed

felt that no more houses were needed

However, 867 (77%) would not support the building of houses on green-belt land.

Where then, are these needed homes to come from?
1,009 (89%) want second home owners to pay full council tax
1,106 (97%) want council house priority given to local people

A high number of people are in need of alternative accommodation to their current situation.

are in immediate need

40 people

will need accommodation within three years

109 people

will need accommodation within 4 - 10 years

Of these most, 45% want starter homes to buy or rent, although 14% are in need of sheltered housing and 10% in need of residential care.

Low cost housing for local people to buy or rent would seem to be an important issue and we may have to re-think our priorities regarding development.
