7. Transport and Highways

Bus PicturePeople were satisfied with the state of the roads in Rattery (74%), but not quite so content with the hedges and verges in the context of road safety; 11% good/ 57% reasonable/ 25% poor.

Danger spots. Predictably, the highest adverse response was to the question of danger spots where 68% indicated several such spots within the Parish (most notably Rattery Mill junction and Dry Bridges A38 eastbound junction). Nearly as many favoured a 20mph speed restriction in the village (59%) with 24% opposing the idea.

Bus service. A large number of responses wanted improvements in routes (79) and timetables (92) of existing bus services but were much less critical of reliability.

Voluntary transport and car sharing. Although 83% and 73% of all respondents saw no need to either provide or use a voluntary car service or to share private vehicles (85%), there was a significant number of people (31 in total) who were willing to provide a voluntary car service, and 53 who said they would use it.

RECOMMENDATION: That the idea of a 20mph speed limit should be considered by the Parish Council and the issue of danger spots should again be brought to the attention of the highways authority. The idea of car-sharing and a voluntary transport scheme should be discussed in the final appraisal meeting. Further research is needed to ascertain just exactly what people desire in the way of bus services and what level of use such services would in reality achieve.

8. Employment A large majority of respondents (66%) were in favour of an action plan to encourage enterprise and more job opportunities.

9. The Church There was no general demand for a Garden of Remembrance in the Church gardens, with the majority of respondents having no opinion (54%) compared to those in favour (28%) and against (17%). On the question relating to 'the importance of the Parish Church to you', the overwhelming majority saw its significance in terms of an historic building (81%). 22% considered it important for Sunday worship and 56% for weddings, funerals and baptisms.

10. Miscellaneous considerations A majority of respondents wanted Rattery to celebrate the millennium (59%) and produced a large list of innovative and imaginative suggestions. Some more feasible than others!

RECOMMENDATION: At the public meeting called to discuss the results of the appraisal a list of millennium suggestions will be circulated. This list will also be forwarded to the Parish Council.

FINALLY!!

Remember the Parish Council and other interested parties will only be able to implement the recommendations in this appraisal with the help and co-operation from parishioners, local organisations and statutory agencies.
