European funding was made available to rural communities for "community appraisals", and an initial public meeting was held on
11th September, 1997, to decide whether there were issues of common concern within our Community, and whether we wanted to take advantage of the Community Appraisal scheme.
We were all invited to note the issues that we thought were the most important in this community; a Committee was then set up to undertake the "Kelly with Bradstone Community Appraisal".
The report is structured in the same order as the issues raised at the Public Meeting on the 11th September, 1997, except that the first section is given over to general information, such as population breakdown.
Issues raised at the Public Meeting on the 11th September, 1997:
Local Councils
- More of our Council Tax to come to the local Community
- Parish Council does very well by itself
Village Communication
- To have a decent notice board so we can read the notices
- To have more news in The Messenger
- Would like to know (& care) what's going on in Meadwell
- Improved Communication about meetings
Road Safety
- Why no sign for Meadwell, as Kelly is always mentioned?
- The cross at Borough was talked about 25 years ago, but nothing was done.
- Rural residential calming measures
- Borough Cross Junction
- Speed limit through Kelly and Meadwell
- Road safety improvements - cut verges; village signs with "Please Drive Slowly"
- Improvement of junction at Borough Cross
- Cut back corner at junction
- Stop heavy lorries on minor roads.
Youth
- More youth projects
- More children's facilities
Bus Service
- Better bus service: at present only 1 per week. Ageing population could become increasingly dependant, and would encourage us to consider alternative to cars at times
- More public transport
- More local bus service
- Better public transport to enable us to use own transport less
Environment
- Cancel low-flying aircraft
- Diversion of footpaths around farmyards
- Creation of village pond at Bradstone, and more trees
- Footpaths - they do not appear to correspond to the map
Village Hall and Church
- What will happen after the Church at Bradstone is completed, e.g. churchyard, visitors, upkeep?
- Retention of village hall
Local facilities
- Mains sewage system
- Mains sewage
- Sub Post-Office
- Local Police involvement - replacement for the P.C. we used to have

Housing
- Housing for Agricultural Workers

72 questionnaires were sent out. 64 of those returned were usable, which represents an 89 % response - which is regarded as excellent, and represents a sizeable mandate for action.

Limitations of our report:
The questionnaire covered many topics, and it is not possible to comment on all of them in this report. We have, therefore concentrated on the issues which seemed to have the most support or relevance.
Recommendations:
The recommendations of the Community Appraisal Committee are on page 5. These are the collective views of this Committee. |
