RECOMMENDED ACTION PLAN
Housing
- Develop housing for people to purchase. Mainly family and starter homes.
- Increase the housing stock in the parish by about 50 houses in the next ten years.
- Develop housing which is environmentally friendly, sympathetically designed, uses local materials and is in groups of less than ten.
- Where possible, convert redundant buildings.
- Conduct a survey of local building design which will influence future building within the parish.
- Construct housing bearing in mind local and young persons needs
Employment
- In the parish 14% of people are looking for work, mainly in professional, unskilled and skilled manual, and the retail areas. Seek ways of improving job opportunities within the parish.
- Seek to improve public transport so that people's job prospects are improved.
Tourism
- As a priority find ways of encouraging tourism.
- develop, in particular, the foorpaths and bridleways, the bed and dreakfast trade, the "Tarka" trail and other carefully designed tourist attractions.
- Find ways of encouraging, in particular, walking, rambling, horse riding, fishing, nature study, photography, painting and gardens as suitable tourism activities.
Education and Training
- Develop courses locally including professional and managerial, skilled and craft related and with a higher priority in the area of new technology and computing skills.
- Ensure the high standard of adult learning provision is maintained.
- Maintain the continued popularity of the Community College, in recognition that 90% of parishioners believe it is an important asset to the parish.
Disturbance
- Consider urgently as to how to deal with the problem of dog's mess in Chulmleigh.
- Discover why 183 people were being disturbed late at night and to seek to remedy the situation.
- Discover why 168 people are disturbed by on/offroad loading and seek to find a solution.
- Discover why 230 people are concerned about vandalism and seek to find a solution.
- Approach the appropriate authorities and inform them that 168 parishioners are concerned about low flying aircraft.
- Discover why people play in the road and seek to find a solution.
- Examine other areas of disturbance, in particular, noisy neighbours and traffic noise.
Overhead Wires
- Negotiate with the appropriate authorities to place underground the overhead wires in the centre of Chulmleigh.
Community Use Of Fields
- Find ways of developing a nature reserve, wildflower meadows and a community orchard.
Health
- Maintain the high standard of service provided by the Health Services in the parish.
Shops
- Encourage shops by recognising that nearly 80% of parishioners like to support local shops, however it is noted that over 60% are shopping for last minute items. Find ways of improving business within the parish.
- Find a way of meeting the needs of70% of the parish who would like to see a petrol station in Chulmleigh.
- Approach the local bank and ask thern to provide an automatic cash dispenser.
Services
- Congratulate the fire service on their excellent service to the community. Seek to maintain this high standard.
- Discover as a priority why 60% ofparishioners believe the police service is poor and only 7% believe the service is good and then with a sense of urgency seek a solution to the poor image ofthe police.
- Find out why a quarter of residents believe the ambulance service is poor and why only one third rate the service as good and seek to remedy the situation.
- Seek to maintain the high standard of refuse collection in this area.
- Improve and modernise the public toilet provision in Chulmleigh.
- Provide more litter bins and/or develop ways of encouraging people not to drop litter on the roads and pavements. Improve verge maintenance.
- Discover the reasons why the rail service is underused and decide how best to move forward.
Sport, Social, Recreational and Youth Facilities
- Seek to find ways to improve and develop facilities in all these areas.
Chulmleigh Old Fair
- Ensure that the Fair remains broadly the same with the introduction of more traditional elements and in particular a greater variety of attractions. Fewer people want the fair to become more commercial, profitable or seek funds from the Parish Council. Consider whether it should become a more major tourist event and seek outside funding.
Art
- Find ways of developing, in particular, the following facilities: a studio theatre; a local museum; music rehearsal spaces; regular theatre and cinema shows; a dance studio; art galleries; and a shop for local arts and crafts.
- Recognise a minority of people would also like other facilities to be developed. Seek to find a solution for minority interests.
Wallingbrook Hall
- Call a meeting of parishioners and make a decision as to the future of Wallingbrook Hall.
Town Hall
- Discover the reasons why nearly 40% of parishioners felt the Town Hall was inadequate. Seek to improve the situation.
Car Park And Traffic
- Provide a car park within a short walk of the centre of Chulmleigh.
- Find out where 221 people feel speeding traffic is a problem and find a solution.
Parish Notice Board And Information
- Make the parish notice board more attractive and relevant, so that people look at it more regularly.
- As a matter of urgency improve information and communication for visitors and residents.
Churches
- Maintain the important part the churches play in the parish in many ways.
Parish Council Tax
- The community is almost equally divided as to whether the local tax should or should not be raised. Suggest the Parish Council raise the taxes slightly to please half the people one year and keep it the same to please the other half the following year!
