5. HOUSING

There appears to be a mixed reaction to the need for housing. The following indicates people's needs:

  • 11 households are in need of alternative accommodation (9 people need accommodation now, 8 will have a need within 3 years and 7 within 4 - 10 years)
  • Starter homes are identified as the main area of need. Family homes also needed.
  • The reasons given for an inability to move are: price, lack of suitable housing to buy, lack of local authority housing, and lack of other rented housing.
  • 35 people have moved from the community in the last 5 years, citing the reasons given above.
  • 25 people in 19 households, given the chance, would like to return.
  • 7 people (A. 2, K. 5) expressed a need for District Council rented property
  • 4 people (A. 2, K.2) would like shared equity
  • 3 people (K. 3) would like a County Farm
  • 9 people (A. 4, K. 5) would like an Owner Occupied property
  • 1 person (K. 1) needed private rented accommodation and
  • 2 people (A. 2) needed accommodation by virtue of employment (tied)
  • Of the 30 people answering this question, only 5 were on the District Council's waiting list, of which 3 had been on the list for more than 4 years.

‘Too many houses being sold at inflated prices to retired people and as holiday cottages or second homes’

‘No selling on for profit for 5 years after building; within 5 years only sell to local people at cost’

‘This is a desirable area to live in but is in danger of becoming a dead village’

Too many properties being sold to affluent retired people from out of the locality’

‘Definite need for more affordable housing’

‘Prevent people from acquiring houses for the purpose of selling them on at substantial profits’

As regards the type of housing development acceptable, the following are the responses:

  • 40% want the housing stock to remain the same as it is now; but
  • 26% would like to see up to 10 dwellings built;
  • 13% would like to see up to 20 dwellings built; House
  • 4% would like to see over 20 dwellings built; and
  • 16% had no opinion.
  • Of the kind of housing needed:

25% wanted no housing

46% wanted housing for local people

39% wanted housing for young people

15% wanted housing for the elderly

13% wanted housing for low income families

18% had no opinion.

  • As to why houses should be built:

88 wanted them for restricted sale (e.g. for local people)

36 wanted shared equity

26 wanted Housing Association letting

25 wanted Local Authority letting

21 wanted unrestricted sale

15 wanted housing for special needs (e.g. disabled, elderly)

and 73 wanted no houses to be built at all

Recommendations:

  1. Parish Councils to pass the above information to the North Devon District Housing and Planning authorities and the North Devon Housing Association to reflect long-term housing needs in the Parishes.
  2. Parish Councils to ensure through publicity that those who have immediate housing need are registered with the North Devon District Council Housing Department and North Devon Housing Association.
