Devon Audit Partnership – a shared future for Internal Audit


The Chief Financial Officers of Devon County, Plymouth City and Torbay Councils had, for some time, recognised that each Council was facing similar problems in respect of Internal Audit with regard to the resources available to develop and enhance the respective service. To this end it was felt that this problem could be resolved by creating a shared Internal Audit function by joining the three authorities separate services.

Essentially the Devon Audit Partnership is a new entity to deliver Internal Audit services to all three authorities replacing the current three separate sections. The partnership has a management board made up of representatives from the three authorities and a single Head of the Partnership (Martin Gould) who fulfills the role of Chief Internal Auditor for each of the three authorities.

Current position

The partnership became effective from 1st April 2009 and has 43 Audit staff and a budget of approximately £1.5M. The partnership is hosted by Devon County Council and is governed as a Joint Committee under Section 20 of the Local Government Act 2000 with a partnership agreement for three years extendable to 5 years. The Joint Committee will have two Members from each of the three Councils and will be supported by a Management Board comprising the three Section 151 Officers and the Head of Partnership.

The Partnership staff operate from offices at County Hall, Exeter, Electric House in Torquay and Midland House in Plymouth. We aim to provide a high quality, responsive and added value service.

The Partnership will however bring a number of advantages to our clients as it develops. The Partnership has access to a wider knowledge and skills base, with staff experienced in all areas of a public authority and specialist skills in areas such as computer audit, contract audit, Housing Benefits, irregularities and much more.

Perhaps most importantly the Partnership will bring economies of scale and greater efficiencies and the ability to share good practice across all clients, the Partnership undertakes work across a number of different clients and good practice noted in one can be shared with the others.
