Project background, objectives, aims and milestones

Project Background

Many Devon County Council (DCC), Devon Partnership Trust (DPT) and Devon Primary Care Trust (DPCT) staff are located in a number of older properties which are both expensive to run and have a significant maintenance backlog.  Following an option appraisal by the Newton Abbot Joint Estates Review Board and a report by DCC to Corporate Management Board it was recommended that all parties enter into a joint venture to rent a 3 storey purpose built office.

The building known as Estuary House is located on the edge of Newton Abbot on the Brunel Industrial Estate approximately 1 mile from the town centre.  The office will comprise of approximately 1,400m² over three floors with planning permission for 59 car parking spaces.

The building will be owned by Millwood Developers, built by Devon Contractors and Devon County Council will take the head lease.

The building will accommodate:

  • Southern area management functions for integrated health and social care service
  • Southern Care Direct Plus Centre
  • Complex Care Team fieldwork staff for Newton Abbot supporting OPMH services in the area; and
  • Adult mental health staff for Newton Abbot and the surrounding area (part of the DPT network) including Older People's Mental Health

Aims and Objectives

The aims of this project are to:

  • Maximise partnership opportunities for joint working and co-location of staff across NHS/DCC properties
  • Promote,  develop and implement flexible working practices including the use of mobile technology to support front line operational staff
  • Provide a wider range of services that are easily accessible and focused on the needs of local people
  • Be welcoming and easy for people to find their way around
  • Provide a learning environment for the people who use it
  • Be built in a way that promotes healthy working lives and helps to break down professional and cultural barriers
  • Be supported by effective technology that facilitates appropriate information sharing

Milestones

The timeline for the project will be updated on a monthly basis by the Project Manager.  These updates will reflect any changes / time implications to the project.
