RESOLVED that the minutes of the meeting held on 10 October 2003 be signed as a correct record.

*22 Devon Local Transport Plan - Scheme for Formal Approval

Toucan crossings, Balls Corner, Newton Abbot

The Committee considered the report of the Local Service Officer (Newton Abbot) (ED/03/82/LSO).

The Chairman reported receiving an expression of concern from Mr RA Smerdon, Divisional Officer, Devon Fire and Rescue Service, about the installation of the crossings which, in their view, would "increase traffic 'back-up' and therefore delay the fire fighters in getting to the Station". The Chairman read out the letter and Members discussed the need to make a balanced judgement with the everyday risk to pedestrians if the scheme did not go ahead set against the occasional risk of possible delay to a fire service call out during peak traffic flows.

RESOLVED that the scheme as indicated on drawing no. 6288NA/1 for the provision of two Toucan crossings at the Balls Corner junction, Newton Abbot, be approved at an estimated cost of 60,000.

*23 Devon Local Transport Plan - Scheme for Formal Approval

Junction of Longford Lane and Vicarage Hill, Kingsteignton

The Committee considered the report of the Local Service Officer (Newton Abbot) (ED/03/83/LSO - pdf ED/03/83/LSO).

RESOLVED that the detailed layout of the scheme as shown on drawing no. 6295NE/1 be approved at an estimated works cost of 77,500.

*24 Traffic Management

(a) The Committee noted that a Traffic Regulation Order for Waiting Restrictions at Shaftsbury Close, Dawlish was advertised and received no objections. Accordingly, this Order would be made and sealed as advertised.

(b) The Committee noted that a Traffic Regulation Order for a 20mph zone in Kenn was advertised until 24 November 2003 and received no significant objections. Accordingly, this Order would be made and sealed as advertised.

*25 The Next Meeting of the Committee

Friday 5 March 2004 at 2.15pm at Forde House, Newton Abbot.

The Committee noted that in place of the meeting scheduled for Friday 16 January 2004 there would be a second meeting of the Congestion Workshop be held at 2.15pm at Forde House, Newton Abbot.

The Chief Executive reported the dates currently in the DCC calendar for meetings during 2004/5. Two of these dates were not suitable for Members and it was agreed that alternatives, on the same day of the week would be sought.

Note: It was subsequently agreed to hold the meetings on the following dates, all at 2.15pm and all in the Council Chamber of Forde House, Newton Abbot:-
