Flood Risk Management
Following the Summer flood of 2007 and the subsequent review and Report by Sir Michael Pitt, Parliament introduced Legislation in 2009, the Flood Risk Regulations, and 2010, the Flood and Water Management Act, to improve the way that we tackle the risk of flooding in England and Wales.
Devon County Council is now the Lead Local Flood Authority (LLFA) as defined by the new Flood and Water Management Act and the Flood Risk Regulations.
As the LLFA for Devon, we are required to develop a strategy to deal with local flood risks, involving flooding from surface water, 'ordinary watercourses', groundwater, canals, lakes and small reservoirs. We will achieve this by working with other organisations, such as the Environment Agency, District councils and other flood risk management bodies.

- Ordinary Watercourse Regulation - On 6 April 2012 the next phase of the Flood and Water Management Act 2010 (paragraphs 32 and 33 of Schedule 2) came into effect. This means that the responsibility for Ordinary Watercourse regulation will transfer from the Environment Agency to Devon County Council. Regulation consists of two elements: The issuing of consents for any changes to ordinary watercourses that might obstruct or alter the flow of an Ordinary Watercourse and Enforcement action to rectify unlawful and potentially damaging work to a watercourse. - Flood and Water Management Act Implementation - On 1 October 2011, a fifth phase of the implementation of the Flood and Water Management Act 2010 came into force. A schedule detailing the parts of the Act that are being implemented and the fifth commencement order can be found here.
