Q. Who is responsible for roads in Devon?
A. Devon County Council is the Highway Authority responsible for the County Road Network including Public Rights of Way. Torbay Council and Plymouth Council are both Unitary Authorities and therefore are responsible for the roads in those areas. The Highways Agency is responsible for all Trunk Roads and Motorways (A38/A30/A303/M5).

A. Devon and Cornwall Police are the only body who can carry out enforcement.

A. Devon County Council has recently been passed powers for parking enforcement from the police (with the exception of dangerous and obstructive parking). Q. Why can’t you have 30 mph repeater signs?
A. The Traffic Signs Regulations and General Directions 2002 expressly forbids the use of 30mph repeater signs or road marking roundels on roads where there is a system of street lighting.
