New Residents Parking Zones in Exeter
Why are these changes being proposed?
In common with many other cities, the continued growth in car ownership in Exeter has resulted in increasing congestion and parking problems on the road network. Residents parking schemes form a key element of the County Council's Congestion Action Plan for Exeter. They are designed to discourage commuter parking in residential areas around the City.
The Action Plan has been formulated to tackle the increasing congestion and parking problems caused by the continued growth in car ownership. The 2001 census showed a 30% increase in car ownership.
Residents parking schemes are designed to give relief to residential areas from all day commuter parking. They allocate the available on-street parking capacity to residents and their visitors. The schemes recognise that there are shops and businesses within residential areas, and provide for these by allowing for business permits and for short stay limited waiting or, where appropriate, pay and display parking within a scheme. There is no provision within the schemes for long-stay parking, which could be used by all day commuters.
The results of the public consultations held in Spring 2006 were reported to the Exeter Highways & Traffic Orders Committee (HATOC) in June 2006. The report includes a summary of the responses received for all of the proposed zones but only those listed below were approved for progression.
Following the committee meeting, further discussions were held with members to refine the restrictions within each of the proposed zones, considering their local knowledge and the comments received. These proposals have been agreed with the Chairman of the Exeter HATOC and your local County and City Council Members as a basis for formally advertising the restrictions.
Areas proposed
Residents parking schemes are proposed for the following areas:
- Western Road Area (proposed extenstion to St. Thomas area)
- Well Oak Park area (proposed extension to Bovemoors Lane area)
- Hoker Road / Coronation Road area (proposed extension to Bovemoors Lane area)
- Regents Park area
- Monks Road area
- Pennsylvania area
- Duryard area
The Advertising Process
Each of the above zones was formally advertised for a period of 3 weeks by a notice in the Express & Echo and notices on the streets affected. During this period, comments and objections were sent to the council or submitted online. Any comments and objections were then considered before the final decision was made.

Changes to the zone have just been readvertised during October 2007 after taking into account the objections recieved during the previous advertising. |
| Regents Park area | The scheme was approved, with modifications and came into effect on 4th June 2007. |
| Monks Road area | The Exeter HATOC agreed at its meeting in meeting in February 2007 that no further action be taken at this time. |
| Pennsylvania area | The scheme was approved and came into effect on 2nd July 2007. |
| Duryard area | The scheme was approved and came into effect on 2nd July 2007. |
