Intercountry Adoption

Devon County Council has entered into an agreement with an independent adoption agency ‘Parents and Children Together’ (PACT) for the provision of a specialist intercountry adoption service.

Anyone living in Devon who is interested in finding out about adopting children from overseas should see their website or contact PACT at:

People who are unsure whether they want to adopt from abroad or the UK are very welcome to make initial enquiries to both Devon Adoption and PACT, but eventually will have to decide to pursue a formal adoption application with one or the other, not both.

All adoption agencies and local authorities will make a charge for carrying out a home study for intercountry adoption.  PACT will not charge Devon residents for advice, information and initial discussions about adopting children from abroad.
