68 Election of Chairman

RESOLVED that Councillor Carson (South Hams) be elected Chairman for the ensuing year.

69 Election of Vice- Chairman

RESOLVED that Councillor Cook (Devon ) be elected Vice-Chairman for the ensuing year.

70 Minutes

RESOLVED

(a) that the minutes of the meeting held on 13 February 2007 be signed as a correct record;

(b) that the Committee receive the update on Tetra-Pak recycling (Minute 63) at its next meeting.

71 Budget Outturn 2006/07

The Committee considered the report of the Director of Environment, Economy and Culture (EEC/07/179/HQ).

It was MOVED by Councillor Carson, SECONDED by Councillor Giles and

RESOLVED

(a) the unspent allocations listed in the report are carried over into the budget for 2007/08;

(b) that the proposed calculation of topslice for 2007/08 be approved;

(c) that the confirmation of the Local Area Agreement grant in the of 1,474,552 be welcomed and the projects listed be commissioned.

72 Annual Recycling Statistics 2006/07

The Committee considered the report of the Director of Environment, Economy and Culture (EEC/07/180/HQ) on the annual recycling and composting statistics for Devon, Plymouth and Torbay. An addendum to the Annual Recycling Statistics report was distributed to Members of the Committee which corrected an error in the treatment of trade in the calculation of the Plymouth statistics in the original report.

It was MOVED by Councillor Carson, SECONDED by Councillor Cox and

RESOLVED

(a) that Members welcome the significant increase in recycling and composting in Devon over the last twelve months;

(b) that Partner Authorities continue to work towards the achievement of the strategic objectives set out in the Municipal Waste Management Strategy for Devon and the associated Action Plan;

(c) that officers look at the possibility of setting up a Member/officer working party to share best practice.

73 School Waste Recycling

The Committee considered the report of the Director of Environment, Economy and Culture (EEC/07181/HQ) highlighting the main issues surrounding school recycling and provide a baseline for further development work to improve the current recycling position for Devon s schools.

It was MOVED by Councillor Hook, SECONDED by Councillor Jenkins and

RESOLVED

(a) that the current difficulties surrounding the collection of schools waste for recycling be noted;

(b) that the options in Section 5 of the report be reviewed by officers and a further report be made to the next meeting of this Committee;

(c) that in the interests of encouraging recycling in schools the County Council s Executive be asked to consider:

(i) a scheme whereby each school is asked to appoint a recycling champion on the staff and that a time and/or funding allowance be made to assist setting up the scheme;

(ii) asking schools to incorporate recycling duties into the contract of employment of caretakers and cleaners.


74 Waste Strategy for England 2007

The Committee considered the report of the Director of Environment, Economy and Culture (EEC/07/182/HQ - text only | pdf EEC/07/182/HQ) summarising the aims and objectives of the Government s new Waste Strategy published in May 2007.

It was MOVED by Councillor Carson, SECONDED by Councillor Hook and

RESOLVED

(a) that the contents of this report are noted, and in particular, the impacts the strategy will have on the work of this committee;

(b) that a response to the consultation on financial incentives be presented for the Chairman's Approval;

(c) that the staffing implications of taking on additional obligations set out in the new Strategy will need to be carefully considered by the partnership authorities.

75 Composting in the Community

The Committee considered the report of the Devon Community Composting Network (DW/07/4 - text only | pdf DW/07/4) updating the Network s activities from December 2006 to April 2007 together with a budget outturn for 2006/07 in the appendix.

It was MOVED by Councillor Carson, SECONDED by Councillor Giles and

RESOLVED that Members note the contents of this report, which outlines the network's activities in the last quarter.

76 Devon Community Recycling Network

The Committee considered the report of the Devon Community Recycling Network (DW/07/5 - text only | pdf DW/07/5) setting out the budget summary for 2006/07, a proposal to widen the remit of DCRN in relation to climate change action groups, the main activities in the last quarter and proposed future activities.

It was MOVED by Councillor Carson, SECONDED by Councillor Giles and

RESOLVED that the Committee notes this report on the work of DCRN in representing, informing and supporting the development of the community waste sector, and in encouraging partnership working to help Local Authorities achieve their objectives and corporate strategies.

77 Don't let Devon go to waste - Update

The Committee considered the report of the Director of Environment, Economy and Culture (EEC/07/185/HQ) on the campaign activities in the last eight months, the progress of the Marketing Services contract, National Recyclenow, style guide details and planned activities for the remainder of 2007.

It was MOVED by Councillor Carson, SECONDED by Councillor Giles and

RESOLVED

(a) that the Committee approves the Don t let Devon go to waste style guide and its

use by all member authorities;

(b) that the Committee note the progress of the Don't let Devon go to waste campaign.

78 DAWRRC Stand at the Devon County Show

The Committee considered the report of the Officer Working Group (DW/07/6) on the exhibit and expenditure incurred.

It was MOVED by Councillor Carson, SECONDED by Councillor Giles and

RESOLVED that

(a) that the success of the 2007 County Show exhibit be noted;

(b) that a reservation be placed on the same plot in anticipation of participating in the 2008 show.
