The Place Scrutiny Committee at its meeting on 7 November 2011 received a report from the Head of Highways and Traffic Management and representatives of Utility Companies on highways reinstatement in response to that Committee s earlier deliberations on this matter and resolved, inter alia, that:
...(c) that the Cabinet be requested to:
(i) urge the Magistrates Association to award significant and realistic fines when utilities were the subject of successful prosecutions by the County Council for poor performance; and
(ii) lobby Government regarding the low level of fines;
Recommendation: that the Scrutiny Committee s recommendations be approved.
