The fourth Annual Public Health Report prepared and published by the Joint Director of Public Health for NHS Devon and the County Council is attached, separately.

The Report covers all aspects of health and social care, identified health trends and priorities for commissioning of health improvements for the people of Devon, with older people as its theme.

In the event that the following Notice of Motion submitted to the County Council by Councillor Newcombe is referred to the Cabinet for consideration and report back, the Cabinet will need to consider what action to take:

"that County Council expresses its concern at the increasing loss of frontline Youth Service provision resulting from cuts to the budget and urges the Cabinet to give sympathetic consideration to the future funding needs of this service

(b) Place Scrutiny Committee: Utility Companies Road Reinstatement (Minute 12/7 November 2011)

The Place Scrutiny Committee at its meeting on 7 November 2011 received a report from the Head of Highways and Traffic Management and representatives of Utility Companies on highways reinstatement in response to that Committee s earlier deliberations on this matter and resolved, inter alia, that:

...(c) that the Cabinet be requested to:

(i) urge the Magistrates Association to award significant and realistic fines when utilities were the subject of successful prosecutions by the County Council for poor performance; and

(ii) lobby Government regarding the low level of fines;

Recommendation: that the Scrutiny Committee s recommendations be approved.

In accordance with the Council s Constitution, the Cabinet is requested to review the list of forthcoming business (previously circulated) and to determine which items are to be defined as key decisions and included in the Forward Plan for the period 1 January 30 April 2012.
