Since 1 January 2004 applicants for British citizenship have been required to attend a Citizenship Ceremony at which they swear an Oath or make affirmation of allegiance to Her Majesty Queen Elizabeth II, pledge commitment to the United Kingdom and receive their British citizenship certificate.  Group ceremonies are arranged by local authorities, are conducted by a Superintendent Registrar and are strictly by invitation only.

Devon's group ceremonies are attended by a local civic dignitary - Deputy Lieutenant, High Sheriff Chairman of the County Council, the Lord Mayor of Exeter, Chairmen of District Councils, for example,  - as Her Majesty Queen Elizabeth II's representative.  It is the attending civic dignitary who presents each applicant with their British Citizenship certificate.  The ceremony is followed by a gathering that affords a further welcoming opportunity for applicants and their guests.  A buffet with locally produced food and drink is also provided.

Applicants may opt for an individual or family ceremony, for a fee, conducted by a Deputy Superintendent Registrar, at their local Register Office.
