Introduction
Welcome to the Safeguarding Adults website. Here you will be able to find out about who is a vulnerable adult, what we mean by abuse and what can be done about it.
There is a short summary of the key points of the full multi agency policy and guidance and descriptions of how a report or concern that someone may be being abused is managed.
There is information on the Mental Capacity Act about people,who may lose or have lost the capacity to make some decisions.
You can look at the multi agency policy and guidelines and you can read the public information leaflet which tells you who to contact if you need to report an incident, or share a concern.

The Safeguarding Adults Team:
Angela O'Reilly Safeguarding Manager
Responsible for:
- Overseeing the development, implementation and review of the multi-agency 'Protection of Adults at Risk' policy
- Collating and analysing statistical data to inform key players of the situation in Devon
- Taking an overview on complex cases and provide support and advice for staff dealing with such cases
- Encouraging a corporate approach with Plymouth and Torbay
- Supporting and organising the multi-agency Safeguarding Adults Board
- Supervising the work of the independent chair person
Sharon O'Reilly, Interim, Mental Capacity Act Project Lead
Responsible for:
- Developing joint agency plans for the implementation of the Mental Capacity Act and Deprivation of Liberty Safeguards
- Managing Deprivation of Liberty Safeguards service
- Reporting to the Safeguarding Adults Board and Senior Management Group
- Supporting the implementation of a joint agency training strategy
- Managing and Monitoring the Independent Mental Capacity Advocate contract
- Participating in regional and national networks relating to the mental capacity act and deprivation of liberty safeguards
- Ensuring any plans are developed in alignment with safeguarding adult procedures

Safeguarding Adults Officers
Responsible for:
- Advice and support to staff involved in adult protection cases
- Chairing case conferences and complex strategy meetings
- Supporting the training strategy
- Assisting the manager in developing the service
- Contributing to the work of the Safeguarding Adults Board
- Provide advice and information on the Mental Capacity Act 2005 Deprivation of Liberty Safeguards
- Receive and coordinate all applications and subsequent assessment processes in relation to the Safeguards
- Carry out Best Interest Assessments under the requirements of the Deprivation of Liberty Safeguards
- Act as lead Best Interest Assessors to other community team based assessors

Responsible for:
- Training strategy and development of new courses
- Delivery of Adult Protection Training
- Co-ordination of Training Pool
Helen Brookes, Team Administrator
Responsible for:
- Acting as the first point of contact for the Safeguarding Adults Team
- Taking minutes for the Safeguarding Adults Board
- Arranging conferences, workshops and meetings
- Updating the Safeguarding database
- Updating the website
- Providing administrative support to the Safeguarding Adults Team
Judy Alexander
Responsible for:
- Administering the Deprivation of Liberty Safeguards process, including receiving referrals and inputting information onto Care First 6
- Acting as a first point of contact for any queries in relation to the Deprivation of Liberty Safeguards Process
- Working with the team's Safeguarding Adult Officers specialising in Mental Capacity Act and Deprivation of Liberty Safeguards
- Providing administrative support the Mental Capacity Act Project Manager
- Arranging workshop, publicity events relating to the Mental Capacity Act and Deprivation of Liberty Safeguards
Tracey Hutchings & Jennifer Clarke Secretary / Minute Taker
Responsible for:
- Arranging Safeguarding Strategy Meetings for the Safeguarding Adults Team
- Taking minutes at Safeguarding Strategy Meetings
- Process all relevant admin for these meetings
What we can't do is chair all the strategy meetings that need to take place, nor support the practical arrangements such as providing a venue or a minute taker, though we are intending to provide training in chairing skills to support staff who will be expected to chair some meetings.
The Safeguarding Adults Team are all based at County Hall: Adult & Community Services Directorate, The Annexe, Topsham Road, Exeter, EX2 4QR.
